CopyDuplicates: can use in avisynth?

Hi, I noticed this filter included in a subfolder with DVD2SVCD and was wondering if it was possible to use in an avisynth script. I have tried loading IVTC.dll as a plugin but it does not recognise the "CopyDuplicates" command. What I'm trying to do: Create v.low bitrate CVD (mpeg-2, 352x576) in CCE 2.5x (frameserved by avisynth) and I'd like to duplicate some frames to increase visual quality while maintaining fluid movement. NB: CopySame does not allow for fluid movement in non anim. Thanks in advance & thanks for such an informative forum!
