You need to create bmp files to be able to mux those files into mpg and i don't know of a program that goes from text based to bmp / sub format but you may try SubResync i know it will convert idx/sub files to Mastero format.. but don't know if it does srt..

What are you trying to play it in? Also if its a stand alone dvd player do you know if you player supports SVCD/CVD subs? Because if you are trying to play in on your PC no Software player supports SVCD subs.

Now pffff ain't working i have downloaded some test file and my dvd player doesn't support it. Now i need: svcd (mpeg-2) + permanent subtitel. I have tried to do something with virtualdub butt that only accepts mpeg-1 and i dont want to lose quality!

Try using Avisynth and DirectShowSource command. I belive you then should be able to have the subtitles put into the video using that. Also you sure the test files you downloaded have CVD subs in them? because there is two standards for Subtitles in SVCD's. One is SVCD subs and the other is CVD Subs. i think in Winsubmux you could choose them. Also I-Author produces CVD subs. And i think to have you file feed into I-Author you need ot de multiplex it into seperate video and audio.. But i am not very good in this area because dealing with svcd's i have just mainly used dvd2svcd to do it. So i really can't help you with much else.. sorry.. ;o(
